The Harper Building is home to UAF's Interior 黑料社appCampus, which serves communities and villages in the Doyon region and Interior Alaska. Courses are offered through the Interior 黑料社appCampus by audio conferencing and the internet. On-site classes in villages are administered through rural educational centers.

The building is named after Flora Jane Harper, who in 1935 became the first Alaska Native woman to graduate from the 黑料社appAgricultural College and School of Mines.

Access is off Fairbanks Street and Draanjik Drive. The Geist Road entrance was closed in 2018.
